check the GAE data console (locally for me that is at 127.0.0.1:8080/_ah/admin/datastore) and see what the datatype of of the image is and how much data is stored. i thought that a blob type could be up to 1MB.
for what it's worth, i use blobstore to store my images (does not have the 1mb limit) cfh
