It is the same as 2.3.2 but fixed a major bug with NEWINSTALL being ignored and therefore not creating the welcome.w2p for the new scaffolding app.
If you are using 2.3.1 you may still be using an older welcome instead of the cool new one. Upgrade to 2.3.2 to fix this. Massimo --
