The web interface to GAE deployment yes it only works on Unix systems. But the fact is whether on windows or not, you still need to download the google sdk and run dev_appserver. The web2py deployment page would only save you form typing "appcfg.py deploy web2py" and on windows you do not have to do it because you can use the launcher: https://github.com/makotokw/GoogleAppEngineLauncher.NET
