Arguably a bug in buildbot.py [1], but currently the offline slave is
being treated as red, and thus the commit-queue is blocked until the
Windows slave is brought back online.

The patch needs a champion who's willing to take the time to get it into
landable shape. This mainly means splitting it up into small bits for
review, cleaning up the code, and fixing problems brought up in review. It
will probably require a lot of work.
