I have currently set the flag and will monitor to see how it reduces spam.

You'll be surprised but webkitbot is registered (while WKR isn't)

/msg NickServ ACC webkitbot
ACC 3

However, not all developers on the channel are registered

So it might be more convenient to use bot like [1] to kick off spammers instead 
of requiring registration

This command works differently from +r: it forbids join for people who are not 
in access list, instead of simply forbidding unregistered users.

Only channel op can do this. If you have appropriate rights in access list, you 
can do

/msg ChanServ op #webkit

and then use operator's commands
