Cygwin is needed for Apple Windows port of WebKit. If you just want to build + play with QtWebKit on Windows, this is the page you should be following: http://trac.webkit.org/wiki/BuildingQtOnWindows. Beside Qt itself and a bunch of GnuWin32-based tools, you don't need anything else.
