I am running MacOS 10.11.3.
JavaMonitor and WOTaskD start just fine, but when I go to start an application,
the app does not appear to have started.

We've recently switched over from Apple's javamonitor and wotaskd to the Wonder
version.
The version we are using is from March 4th. (I know there is a more recent
version available.)
All of the applications are scheduled to restart every day at various times.
Since the switch to the new wotaskd
https://host/scripts/WebObjects.exe/AppName";, I get "404 -
File or directory not found." returned in the browser.
Has anyone experienced this before?

You were right, it was just a symptom.
I found the bug in the code where a few threads were stuck in a loop,
eating up the cpu.
Once i fixed that, the problem went away.

Is there anyway to control what user JavaMonitor runs as?
On 10.3 and 10.4 it runs as appserver.
I read a suggestion that if i change the owner of the following 2 files
to System, javamonitor will run as root:
/System/Library/WebObjects/JavaApplications/wotaskd.woa/wotaskd
and
System/Library/
