The news is replete with unintended consequences of HIPAA Privacy. 

Stories of Vets denying the owners access to their information because of
HIPAA privacy. {Personally, this one takes the cake for me! Since when are
vets part of the health care system! I can't get my dog's medical record but
I can buy Dick Cheney's bank account number, home address and social
security number on line for $25.00. We've all gone mad!}

There are many stories of family members, EMS providers, clergy members,
labs, other providers being denied access to information because of how
entities implemented their HIPAA privacy compliance efforts. Note...I said
how they implemented their efforts, NOT how the rule was written and
interpreted as per the OCR's guidance document.

I am sure someone is created some repository of HIPAA privacy being
over-enforced, misconstrued and misinterpreted.

I am hoping that all of you can help me out - I am giving a privacy
refresher to a group of physicians in a couple of weeks.  They have all had
some previous HIPAA training.  Can you give me any ideas of issues you have
run across?  Since I am not "on the front lines" like many of you, I am
looking for input.

I am looking for issues you did not anticipate after privacy was
implemented, interesting scenario's that have come up, issues in dealing
with non-covered entities, etc.

Any issues and suggestions will be appreciated!
