OK, problem sorted! This was done by following Gary's advice and modifying
the TIME portion of Belchertown/skin.conf.
One problem down, now to get the forecast display working!

No problem, Rob. You can still test whether the driver is working by
looking at your database. The values for all extra sensors should now be
null.

I have a Garni Arcus 2055 pws that is reporting to weathercloud and weather
underground.
The station can also be configured for a personal weather server (URL,
stationID and key can be provided)and I was trying to do this with weewx.
I'm rather new to this and at the moment I'm unable

I have installed the new (May 6) driver and my system seems happy enough.
I'm not sure I'm a good test, as I had previously hacked skin.conf to
exclude the non-existent sensors (as opposed to letting the system
self-configure and ignore missing data, right?) and I am loath to put that
back.
Here's my 2-cents worth. I have been fighting this error for 1-2 years
with a Vantage VUE and a roughly 6-year-old USB logger. It's always on
startup (or after a reboot.) It happens a few times and then stops. So
here are the things I've done to "fix" it.
(1) Cleared the logger and reset
Also, I bought a new USB data logger as I thought that could be the issue.
It was not.

Der Fehler bezüglich des Zertifikats ist ein Konfigurationsfehler beim DWD.
Die müssen ein neues Zertifikat einspielen. Vielleicht hilft es, sie darauf
hinzuweisen.
Die Warnung mit dem Zeitstempel kann ich im Moment noch nicht einordnen.
