So, to close this thread off, you do not have a WeatherLinkIP? Instead, you
have the more conventional USB version?

My bad, I have corrected the issue. It turns out that I did need to change
the connection type from Ethernet to serial. This was suggested early on,
but my lack of understanding got in the way. Thanks.

You want the IP address of the WeatherLinkIP, not your computer.
You may be able to figure it out by logging into your router and looking
for 'attached devices' (or something similar).

Not sure I follow... "WeatherLinux box in it" ?
What should this be? 192.168.1.122 is my Raspberry Pi
If the connection type is ethernet, an IP Address/hostname is required:
host = 192.168.1.122

That did not seem to help:
Apr 21 17:12:56 Weatherpi weewx[1271]: Starting weewx weather system:
weewx.
Apr 21 17:12:56 Weatherpi weewx[1285]: vantage: Driver version is 3.1.1
Apr 21 17:12:56 Weatherpi weewx[1285]: vantage: Socket error while opening
port 2 to ethernet host 192.168.1.122.
Yes, I have a WeatherLinkIP logger. I am wondering if I need to hard code
an ip address instead of trying to use host WeeWX?
