As far as I am aware the GW1000 API (and by virtue of that the GW1000
driver) is only compatible with two devices; the GW1000 (and its
clones/variants) and the Fine Offset WH2650. My further understanding is
the WH2650 is somewhat rare and there may be some minor issues to address
before it

No API support from the HP2551.
The GW1000 driver supports a local configuration, server and GW1000/DP1500
on the same network.
In my case I'm running the weewx on at remote server and therefore I need
the Interceptor for the Custom Server upload. You can upload from the

which captures more of the data than the Interceptor does rather than
trying to modify things to fit.
