First suggestion is to update to v5.0.2. Version 5.0.0 has a serious bug in it. There have also been some subtle bug fixes in how permissions are handled. When you're done, double check that /etc/systemd/system/weewx.service has the user set as you expect. Also, check /var/www/html permissions.
