You still have a 60 second archive interval. I think I know the reason, but can't be certain because you did not post the log from the startup of weewx. Try this. Hard to say without seeing the log. Set debug=1, restart weewx, then wait for the first report generation. Post the log. To prevent a skin from being used, either delete or comment out its subsection under [StdReport].
