There is no API that provides access to core WengoPhone services yet. Howevern it is something we definitely want to provide in the near future. We're thinking about using D-BUS to provide a set of core services that would allow any developer to use them, including PHP developers. Sander Tuit has written a nice Wiki page about an OWEP (OpenWengo Enhancement Proposal) that aims at creating an "OpenWengo Service" that could be provided through D-BUS.
