Yes, he switches out of his elvish clothes on his reappearance at the end of
Siege of Elensefar. If you skip that, he'll be stuck with them (except when
using the expression variants such as mentoring).

Follow-up Comment #1, bug #25496 (project wesnoth):

I know it's arduous, but checking with a proper game progression sequence
might be the only way to be sure. I suppose you could take short-cuts by
fulfilling objectives as best as you can, so that the right characters are
introduced to the recall list, etc. I recall that we've had inconsistent
portraits in the past so if it really is a problem I would hope someone would
have reported it by now.

Details:

I jumped with debug mode to S18. In the dialog Delfador used the elvish
clothes, but the humans ones when he was using the "mentoring" image.
However, it probably may be the case that in an earlier scenario which I
skipped with debug mode the portrait of Delfador is changed for wearing human
clothes.

Now, playing 18 scenarios to verify that is maybe not the most efficient
way...
