Follow-up Comment #1:

The bug from this test case is now fixed in commit 3c98423547
.
There was a second set of circumstances under which the AI also ignored the
[disable] special. That one is fixed in commit cc986bbc50
.

Details:

I made a test scenario, if you give side 1 to the AI it will attack you.
However if you want to attack it says no usable weapon. All units have the
weapon special [disable].
