I actually wanted you, Anguzu and perhaps Saggy to moderate on the subject of
"Budget 2009/10 FY" and how it can influence WestNile. For instance let's
examine this extract from the daily Monitor -
To encourage value-addition and barley growing in Kapchorwa, Kabale, Kabarole
and other parts of Uganda, the minister has reduced excise duty on beer
produced, grown and malted in Uganda from 60 per cent to 40 per cent. The move
is a continuation of an almost similar cut in the last budget in terms of
percentage points.
Where do you and I fall - guessing that we could soon read this as "to
encourage belly growing in Moyo, Adjumani, Arua, Nebbi, ....." coz never seen
barley on WN soil though lots of it in WN bellies. I, Andema, Margeret and
Nayenda pledged to sacrifice barley consumption for 0.5km of Jacaranda trees
somewhere. I do not know how this duty change will affect.
