Sorry Guys - just an ID 10 T error on my part. I think I need to change 2 things in the proxy server. 1. URLs in the HTML being returned to wget - this works OK 2. The "Content-Location" header used when the web server reports a "301 Moved Permanently" response - I think this works OK.
