It will especially fix the problem of controlling which wares go to the
training sites and which wares go to new soldiers.
At the moment, it works just like the ox farm - wares are consumed and a new
worker (= soldier) will appear.
With what Notabilis is working on, we can represent the worker
To clarifiy this:
with this change Soldiers will not be "produced" in Warehouses or such but
there will be the special "Casern" building. So this will fix the Problem that
Soldiers for Atlanters and Imperials will not come into existance if the two
pieces needed accumulate in different
