Hmm, is marking really equal modifying?
From my point of view a sighter has the right to sight every page, regardless
whether it's protected from further editing

By reviewing/unapproving revs, the version seen by most users can be changed,
which is very similar to editing.
Also, protection gives a way to prevent sight

All right; but then, how could me make this behaviour a bit clearer to sighters
that are wondering where the sighter's box is gone?
