Tested on : http://en.wikipedia.org/wiki/Main_Page
In IE7, When user add level2 to level5, and move from level to level, the last
level is not highlighted/focused in the NTOC

Corresponding heading link is not selected when cursor is moved to a heading
text. Always last link is highlighted.
Steps to reproduce ::
1) Start creating a new page
2) Add heading tex
