'foo' = null
a shorthand for
'foo' = array(
ApiBase::PARAM_TYPE = 'string',

But null is not an empty string. When the default is nothing, than
action=paraminfo should say that as it does for the long form with
ApiBase::PARAM_TYPE = 'string'
