I wasn't very clear about it in my original report, but my suggested way of
solving this problem is for #tag to produce a single self-closing tag if
content is empty, in your example. So,

#tag produces balanced tags:
{{#tag:section|content|begin=abcd}}
section begin=abcdcontent/section
Where the required output is:
