The licensing tutorial approach in Upload Wizard should be reconsidered at some
point.

We're trying to explain a lot of complex concepts (e.g. "'Your own work' does
not include your hand-drawn cartoons of Mickey Mouse") at the first stage of
the process where the user's cognitive attention is focused on trying to get
their files uploaded as quickly as possible. 

We should consider an approach where we truly focus initial education on the
most essential concepts: 1) You can't upload other people's stuff without
permission, 2) If you upload your own stuff, you agree that anyone can freely
use it for any purpose. 

For the intricacies of licensing, we could provide contextual help in a
dismissible margin.
