There is also a bug in PHPUnit (3.7.21) that makes it lookup suite files
relatively to where phpunit. Directories are not impacted though.

Worked a bit on this patch again. Patchset 4 of
https://gerrit.wikimedia.org/r/#/c/63164/ has something more or less working by
using the --testsuite parameter of PHPUnit.

PHPUnit can not find the extension wrapper indeed:

Phpunit can not find the files in suite.xml because they are relative and
phpunit.php is run from the root of MediaWiki.
The way to fix it is to cd to the tests/phpunit directory
