The OutputPage::makeResourceLoaderLink call for user.groups outputs:
mw.loader.state({user.groups:ready});
instead of a script src=... if the module is empty (saves an http request).
However the OutputPage::makeResourceLoaderLink call for site does not, that
one always results in an http request even if Vector.js/Common.js are
nonexistent.

I thought perhaps it did so because of caching reasons (the user ones are user
specific, whereas the site one should be able to change without needing to
purge the page) however it looks like that isn't the reason, at least not
explicitly so.
The reason is that ResourceLoaderWikiModule::isKnownEmpty (which OutputPage::
makeResourceLoaderLink uses to decide whether to output script src or
mw.loader.state) isn't being told that it should only check for the script
pages when checking for only=scripts.
As such, if your wiki has Common.css but not Common.js it will still create an
http request for modules=siteonly=scripts.
Once I deleted Common.css as well, it outputted
'mw.loader.state({site:ready});'.
In a way I suppose this is nice in that if you have one of them, you'll always
have both in the HTML output. Since these unversioned urls are only cached for
30 minutes it means that aside from being able to change one of them and have
it be live on cached pages in 30 minutes, you can also add a script (which may
or may not depend on the new css and the css depend on the js) and it'll show
up.
Though this may or may not be an intentional feature-ish side-effect, it isn't
entirely waterproof either.
If neither exist, and you create both, it'll still fail since only the css
request is in the html by default, the one for js is not.
@Roan: What do you think? Should we output 'mw.loader.state({site:ready});'
in place of load.php?modules=siteonly=scripts from OutputPage when we know
this will be an empty request when there is content in the css ones?

btw, this happens because ResourceLoaderWikiModule::isKnownEmpty uses
ResourceLoaderWikiModule::getTitleMtimes which uses both script and style
pages.
e.g. the isKnownEmpty call from OutputPage::makeResourceLoaderLink for
modules=siteonly=scripts on a wiki with Common.css but no Common.js ends up
being non-empty because it returns:

For some reason when $wgHtml5 was finally enabled we forgot to also get rid of wgWellFormedXml=true. We should disable it by default for the same reason we now enable wgHtml5 by default. The builds you see in Jenkins are for patch sets in Gerrit. The latest build of those jobs have no meaning in correlation to the state of a repository as those builds are just an arbitrary sequence of builds on proposed changes. The build status of our branches (incl. master) is always passing because you can't merge a change if it would result in the build failing. Thus we don't need a status badge because our workflow (unlike most typical projects with e.g. Travis-CI set up on GitHub) makes it impossible not to be passing because we force every change to be pushed for review first, and is only merged after it is Verified by a passing build[1]. If we do want to display this somewhere (for the unlikely event that someone bypassed Jenkins), we would need to have a post-merge job that runs on master only (so that it isn't affected by failing tests from proposed changes in Gerrit). The closest we have for that is the post-merge job for phpunit regressions: https://integration.wikimedia.org/ci/view/MediaWiki/job/mediawiki-core-regression-master/ This one only runs for master and only post-merge. If (a) the section structure of the article remains unchanged from before the edit, and (b) there are wikitext differences in sections that have not been changed by the editor in visual mode, then something's clearly gone wrong, and the edit session should be auto-reported to the programming team. I hate being proven wrong; each of those changes fixes the (entirely-broken, but masked for users by MediaWiki) wikitext; these are the kinds of errors it's not really possible for us to re-implement. Specifically, iFoo supBar/i Baz/sup is definitely broken HTML (mis-nested annotations), and I don't think it's necessarily a bad thing that we fix these. Obviously it'd be much better if we had a bot do a massive run over the corpus and fix these for users now, rather than have them blame VE, but that's not going to happen. :-( Punting to Roan for thoughts, but I think this is probably a lost cause.
