This seems a very reasonable mid-term solution for the impasse. One year should be enough so that community can adjust it self for the non-captcha world, without the pressure of a tight schedule, and allowing to get ride of emergency captcha by it's own decision, and at the same time, a fixed one year deadline would, like you've said, alleviate some concerns about the principles.
