Desired behaviour is that the template does not parse, and the CentralAuth block reason should simply show the block reason encased in the template markup (e.g., it should read as {{schoolblock}}). The content of the template is not relevant in any way to CentralAuth, only to the blocked user. Just made a simple count of initiated page saves without checking the actual saves, which is good enough in most cases (a page deletion/protection between loading and saving or an edit conflict is not too likely). I have never used and developed rewrite. I agree with petrb, although I think we should write a script that fetches comments text from the db, sanitize it in a sane language (not SQL), and update the comment. Should be easy doable and it's probably the right thing to do - but! Did you check if those chars are in fact spurious and the result of some funky encoding on the client? Or some strange encoding/collation combination on the db? I'd rather fix this at the data source level than doing patches to the output program. Most Wikimedia wikis are pretty small, so I'm not sure I understand the real concern here. (And, broadly, $wgMiserMode is actually used a lot less than I would've thought.) Part of the point of creating https://noc.wikimedia.org/conf/small.dblist was to be able to disable $wgMiserMode on a subset of Wikimedia wikis rather than punishing every wiki with $wgMiserMode = true; due to the unusual size of a few wikis. That is, just because the English Wikipedia is very large doesn't mean that the Farsi Wikibooks needs to be constricted and constrained. That's not fair.
