The "upload file" link in the sidebar at the portuguese Wikipedia has recently
changed due to bug 23186, allowing local uploads. However, the community
decided that files with a license accepted by commons should be uploaded at
Commons, not locally. See
http://pt.wikipedia.org/wiki/Wikipedia:Conte%C3%BAdo_restrito#Pol.C3.ADtica_de_Isen.C3.A7.C3.A3o_da_Doutrina_.28PID.29
(item 3 in the "Gerais" subsection). Therefore the link should change to
Wikipedia:Carregar ficheiro
(http://pt.wikipedia.org/wiki/Wikipedia:Carregar_ficheiro) in order for users
to have instructions on how to upload files to commons as well. Thank you!
