On Wikipedia, we some times get reuqests from registered users to deal with
global IP blocks. Unfortunately, these users get a message which doesn't give
their IP address or their block log entry, and we can't solve that problem
because that information isn't one of the variables available to us. In the
attached URL, you can see a user trying to help us find the block - wth local
blocks it's easier, since the block screen gives them all the information we
need to find the block.
