UploadWizard has its own means of loading javascript libraries. Since we are
mingling more of our libraries with core and Resource Loader is launching (?)
with 1.17 we should be moving to RL.
In theory this should Just Work since we are maintaining the appropriate
metadata in UploadWizardHooks (the hacky, secondary loader system ran from the
same data).
