To also disable subtitles on videos from commons one would have to set $wgMwEmbedModuleConfig['TimedText.ShowInterface'] = 'off'; As $wgEnableUpload defaults to true I think its not a good value for this. https://gerrit.wikimedia.org/r/32205 adds wgmEnableTimedText to InitialiseSettings.php to enable/disable it on a per wiki basis.
