How to reproduce:
* At Commons, set your preferred user language to zh-hant
* Insert [[Special:MyLanguage/Template:WatchlistNotice/Translation]] into
[[:commons:Commons:Sandbox]]
* Press "preview"
* Open the link in a new tab.
* The English version is shown.
Expected result:

https://commons.wikimedia.org/w/index.php?title=Template:WatchlistNotice/Translation/zh&variant=zh-hant
Why is this the expected result?
* Because translation to zh-hant is blacklisted and users should not be forced
to make more clicks than necessary.
