While localization was added in #46082, it doesn't work correctly for no.wp,
see
https://no.wikipedia.org/wiki/Spesial:API-sandkasse#action=query&meta=siteinfo&format=json&siprop=namespaces%7Cnamespacealiases
My guess is that this is failing because the content language code of no.wp is
"nb", not "no".
