It was tracked down when an ISP tech noticed the issue and contacted us directly with the relevant information, instead of trying to make the user fix it as Noguchi's ISP did. This means that some ISPs may filter the traffic from it assuming that it comes from an invalid range (i.e. one that is not yet assigned). Another person has reported a problem with an ISP between them and rr.pmtpa.wikipedia.org, which is being looked into by their ISP. If you are affected by the same problem, then a tracert to rr.esams.wikipedia.org should work. Try to configure your security software or your modem to allow UDP traffic, so you can make proper traceroutes. I can not sent the screenshot now because I'm in the office now. I will send it later when I go back to my home. What exactly happens when you try to connect? It's in Japanese, after about 10 second of typing in ja.wikipedia.org and clicking return on the web browser, the message the site can not be opened in Japanese.
