Having the information icon flush against the edges of the image looks awkward,
especially on images with borders. Here's an example:
http://en.wikipedia.org/wiki/Template:USA_midsize_imagemap_with_state_names
A couple pixels of padding should be provided to separate the icon from the
edges of the image.
