* Checkout
svn+ssh://svn.wikimedia.org/svnroot/mediawiki/trunk/tools/bugzilla-3.6.2/template/en/custom
into <new_bugzilla_home>/template/en/
* I hope to get rid of the next 2 steps eventually but for now, remove
<new_bugzilla_home>/Bugzilla/BugMail.pm and in its place svn
exportsvn+ssh://svn.wikimedia.org/svnroot/mediawiki/trunk/tools/bugzilla-3.6.2/Bugzilla/BugMail.pm
* Remove <new_bugzilla_home>/Bugzilla/Template.pm and svn export

* Run <new_bugzilla_home>/checksetup.pl This should do all the necessary
database migrations and set the correct permissions for the templates.
* Switch the apache config or the symlink to use <new_bugzilla_home>
