Webstore seems to be broken.
If you want to install proofreadpage on your machine, I suggest you use this
script:
http://svn.wikimedia.org/viewvc/mediawiki/trunk/tools/upload-scripts/thumb-handler.php?view=log
(note that you will need to adapt it.)
I close the bug as "invalid" because this is a configuration issue.
