I don't understand the problem. The screenshot says that the block is already
locally disabled, doesn't it?

According to the database, it is indeed already disabled on itwiki

mysql> select * from global_block_whitelist where gbw_address='151.49.0.0/18';

Forgot to say that it is still

locally active. When you whitelist it locally the message above contains
"locally dissabled" or similar.

I confirm as steward that I couldn't remove either the global block on itwiki;
but I could at testwiki
.
Stewards have the ability to remove global blocks locally via the global
'steward' group; something wrong happens here.
