So I have the naive idea that this could be based on how "new" (recently registered) the Bugzilla user account is. I have no idea if I have sufficient coding skills though. :) bugzilla.mozilla.org displays a "(New to Bugzilla)" string next to some user names, so it must be possible to gather such information and use it.
