This has the list of wikis and prefixes configured at wmf:
https://en.wikipedia.org/w/api.php?action=sitematrix&format=jsonfm
When config fetching is generally enabled, we should fetch this list on
start-up so that the list of wikis we pre-configure is always up to date.
