If I tell someone to go make a Labs account and give them the address
<http://labs.wikimedia.org>, figuring out how to get a Labs account seems
pretty difficult. The most prominent links seem to direct me to
<https://wikitech.wikimedia.org/wiki/Help:Terminology>, which isn't very
helpful.
Possible suggestions for improvement:
* add big "create account" button and related text to page content of
<https://wikitech.wikimedia.org/wiki/Main_Page>
* re-add "create account" link to top-right corner of
<https://wikitech.wikimedia.org/>
