The i18n messages for the Toolbar insert button and the subsequent special
character tree does not seem to sync with translated messages at Translatewiki.
For some reason French and German gives correct messages but others give
English default messages.
The strings are:
visualeditor-toolbar-insert
visualeditor-specialcharacter-button-tooltip
visualeditor-specialcharacterinspector-title
visualeditor-specialcharinspector-characterlist-insert
Possibly related to them being marked as non-translatable on translatewiki.
