It looks to be impossible to upload videos to Commons, from Hong-Kong, from a
standard Internet access solution, due to a lack of bandwidth:
"Because Hong Kong is on the opposite side of the planet from the WMF
datacenters, we can only eke out an average speed of 50kB/s even on a "fast"
connection in Hong Kong."

The problem seems to be neither on the server side, nor on the client side, but
somewhere in-between.
From a user perspective, this is a problem: it's not possible to upload big
content to Commons, to our projects.
