All flow-related JS is now in ext.flow.new (since frontend-rewrite)

(Apart from ext.flow.editor & ext.flow.editors.*, which are loaded
independently - see patch 61691)

jquery.ui will remain in a separate request, enforced by ResourceLoader
internally with cache fragmentation control groups. Don't worry about that one.
