Repro:
1. Go to
https://translatewiki.net/w/i.php?title=Special:Translate&filter=!translated&action=translate&language=zh-hans&uselang=en
2. Click Translate to 中文（简体） and choose 中文
3. Messages can be loaded
4. A reload makes it show "Translations to this language in this group have
been disabled."
