This can be a bigger issue if the ids are not consistent, so this should be fixed. Note especially that a simple string comparison between ids are not sufficient to decide if two claims are equal when this bug is in effect.TASK

Wikibase was failing the Selenium tests which are run by the 'quibble' job at least for the php7. It might be faster and thus ended up hitting the race condition.

Each transaction took around 1-2 seconds during the initial run.
The initial run took 13855 seconds to insert 6306218 (there was a bug that made it skip the first row, BTW).
