This is something that's come up a few times over the last years as something
that we will probably need at some point. What are the concrete usecases we
have for this now? Without those it is rather hard to say anything about what
kind of approach is best taken.

Can you be more specific? I'm guessing you are talking about third party wikis
running a Wikibase Repository, and have items in there with entityid datavalues
pointing to Wikidata?
