Lucie added a comment. https://github.com/wmde/WikibaseDataModel/blob/master/src/Entity/DispatchingEntityIdParser.php 's error message is used at at least one point and it has the id lower case. I prefer it to have it uppercase, too, but I wonder if we shouldn't want to have it consistent?
