I just investigated this a little:
We only use `LanguageFallbackChainFactory::FALLBACK_SELF |
LanguageFallbackChainFactory::FALLBACK_VARIANTS` in all places, except for
`mw.wikibase.getEntity():formatPropertyValues( … )` where we use the default
